What would be good in the long term: to introduce time-tested sustainable agricultural methods that would maximize domestic crop yields in developing nations NOW & to eliminate the national debt of these nations so that they can learn to stand on their own feet & not be dependent on US surpluses.

Only in my dreams. One way the US ensures it's dominance is by creating debt (through loans) for other nations so that they are then dependent on the US agricultural exports(among other US exports). US farms are becoming more & more corporate - "mom & pop" small-scale farmers, even in the US, can't survive against the huge corporate farms.
