Dear Melody,
I believe the form was before 9/11, but was right after or near the bombing of the USS cole (?) in Kuwait.
I think that's why the situation was as delicate as it is... middle-eastern looking people were being harassed and killed (sikhs, coptic christians, and other non-arabs) around the US during that time. I hope the same doesn't happen in Canada.
I may be mistaken.
