I will answer some problems I have with these ideas.
1. How will indicting him, get rid of him and the whole power structure. I don't think internal power will turn against him even if this happens. He kills anyone that is against him, and everyone knows this. The only external force that can remove him is war.
2. They are assuming he is gone from power. I'm not worried about arms inspections once he is gone and there is a democracy. While he is in power what is an armed presence going to do. Are the armed soldiers going to force the way into restricted sites. How are they going to help them find mobile weapons that are moved constantly.
3. Of course this is important. I think the process in Afganistan worked well, and I would use that as the model.
4. I think humintarian aid is important. With war coming so soon, I don't think it is pratical to send it in beforehand.
5. This has nothing to do with the issue of Iraq. I think this is important, but it is another discussion. The problem is they want to guarantee a Palastinian state and security to Israel. You can't guarantee security.
6. We can't deal with Iraq and deal with the war on terrorism at the same time? It may effect the war on terrorism in the short run, but I think in the long run a democratic Iraq will be better for our fight against terrorism.
