xxx Sounds like typical childish/adolescent behavior (by adults) - to ease their consciences about having to be "mean" to someone else, they try to make ammends.... & sometimes, these apologies, if accepted by the victim, also force the victim to publicly concede that the wrong actions were justified. It doesn't really mean that the "mean" people are sincere, but are willing to put up a momentary show of sincerity to feel better about their small crimes (if the person is usually a kind person having to do something that disagrees with them) &/or to maintain their position of power (subtley, in a sort of Machiavellian way, if the person is manipulative).
