Had its share of war, and now wants to appear to be clean of war matters, and is actually trying to help lead a new EU and EU union. It will succeed, if any nation will. Even though it's had its setbacks, its got its act together, and will perhaps head a new EU in the future, although right now the reins of the EU belong to Spain(ie:Spain is the leader)
