As your post points out, S., the U.S. is continuing its policy of keeping the Iraqi people out of the picture, basically keeping them struggling for basic needs while *slowly* going to work on things & keeping up a facade of democratization. I still think that the U.S. government is buying time, at the expense of Iraqi lives, letting factions heat up old arguments against each other, just so that that allows the CPA to have the upper hand, until the BIG hand-over of the Iraqi government to Iraqis with allegiance to the U.S. government. Now more than ever, the various factions need to come together, to learn to negotiate with the occupier & take full stock of their combined assets, so that the U.S. involvement is minimized. Though the people are struggling, it is *essential* that Iraqi leaders attempt to compromise with each other, accept each other & foster this acceptance among their peoples, & shape Iraq's future so that it becomes as independent as possible from one major world power.
