I read that the main 2 factors are:

1. Reasonable Link to the forum state
and
2. Fairness

I have no reasonable link to California... and it is entirely inconvenient for me to travel to a state that is across the country... for me to miss school...work...to pay for a plane ticket...surely you aren't serious, are you?
