I'm thinking it's a money thing, which has it's roots in racist & imperialist policies, so sometimes race and economic status correlate. However, I think there are many poor white people here who don't get media coverage of the inadequate water purification facilities, lack of proper health care, incredibly low incomes, or attrocious working conditions they have to endure either. When I worked one summer in southwest Virginia in the middle of coal mining country, my job was to flip through medical charts & assessed whether indigent patients were receiving adequate medical coverage. After reading that many of the indigent patients were working in coal mines & had black lung, I asked around to see if I could have a tour through a mine - to see what the conditions were like. They could only set up a walking tour of a strip mine; I wasn't allowed inside a mining shaft - conditions are *that* bad.
