I mean, the settlers are armed by the Israeli government, and Israel is in charge of the area where this happened, so technically Israel should have stopped them from firing, but they didn't.
And the Palestinians have no police to protect their citizens...their police stations have been attacked for the last 6 months. Most news stories that I read about this conflict involve an attack on "Palestinian police stations and government buildings".
If they really wanted peace, they would drop bombs of food on the Palestinians...

Armed Settlers Kill Man in W. Bank Town - Witnesses

NABLUS, West Bank (Reuters) - Armed Jewish settlers opened fire in a Palestinian town in the West Bank on Friday, killing one man, Palestinian witnesses said.
The attack in the town of Howara, near the Palestinian-ruled city of Nablus, occurred just hours after a Palestinian gunman killed five Israelis -- including three children and their mother -- in a raid on a nearby Jewish settlement. An Israeli security guard was killed also.
Israeli police said they had received a report of a Palestinian man shot dead in the area and that local residents accused settlers of killing him. Howara is under Israeli security control and Palestinian civil rule.
Witnesses said settlers entered the Burin section of Howara in 10 cars.
"They opened fire, shooting at and burning part of my house and a car," Idris Audi, the father of the dead man, told Reuters by telephone.
