According to one of my sources (someone who used to work for the defense industry & had to endure numerous seminars on this subject), the US government "makes" informants out of foreign field (exchange) students: When the exhange student arrives in the States, someone "messes them up" (e.g. a girl is raped or lured into an affair & to keep from being shunned "back home," tries to keep it secret; similarly, a boy is caught doing something that can be held against him "back home") or collects private information about the student by becoming a confidant, so that when the student goes back home, he/she can be blackmailed & retrieve information about his/her gov't or secret gov't projects for US intelligence.
