I think U.S. government and Brits are more concern and apprehensive with the Iraqi people and not the Iraqi government.

These Iraqi could cause a havoc not only for the U.S. government/Brits but rather the whole world.

Just as those sucide palestinian kids who wrapped themselves in explosives and explodes themselves in a populated area in Israel.

Next couple months is going to be very intense. Hopefully, things will cool down.
