Why does the US only spend 50 billion (if that) on it's own environment and 140 or 150 billion on "improving" Iraq?

Also why are US tax dollars to be spent on reconstuction condered the "spoils of war" earmarked for allies and special friends of the US? Am I the only one that sees a problem there?
