Fear of hell makes one LESS worried about what he or she does on earth? Let's go back and take the old bastard as an example. The Church has a good first step to push him toward his reform. "Why should I care what effect I have on the world? I'm gonna die anyway, so what's the difference to me?" That his actions will effect him forever is a starting point.
