The Church has her teaching on birth control - I won't bore you with it as it won't make any difference. I don't know the specifics of this case besides the details you've given us - why the OBGYN suggested having the girl's tubes tied or anything else. The only point I'd make here is that the girl and her husband - not you or the doctor - are the ones to make the decision.
