...that was reserved by our Constitution for the entire Congress...never a president. Johnson used the lie of the Gulf of Tonkin incident to rush through emergency powers...like there was a real danger from rice farmers so we had better toss out a fundamental part of our Constitution... America held hostage to rice. That act was never repealed..there was no attack..there was no emergency...yet the power to declare war now rests with the president, with one person...not Congress.
