But in defense of any organization, I will tell you this. Sargon Dadeesho doesn't sign checks for Ber-Nahrain. The treasure does, and even then you have to have a witness and need another signature before you can hand someone a check. So you could have called in advance and asked them to do that. Bet Nahrain had never cheated anyone out of their money. ...I think every president has a discretionary fund from which they can pay out immediately...but if not then, as you said, common courtesy would have required them to do their part before...I even hand delivered them because they needed them urgently...of course they'd waited till the last minute.
