...I think I get it now....this latest headline helps make it clear...

Bush: Hamas attacks on Israel an 'act of terror'

WASHINGTON – President George W. Bush on Friday branded the Hamas rocket attacks on Israel an "act of terror" and outlined his own condition for a cease-fire in Gaza, saying no peace deal would be acceptable without monitoring to halt the flow of smuggled weapons to terrorist groups...."

...it's like this; if two people or countries are evenly matched in terms of weapons and numbers then neither one can be a terrorist....because they're "heroes"....but if ten bullies or a Superpower that owns more weapons than can be imagined attack a small fellow, or modest nation, and if the smaller victim atempts to protect itself or get justice for itself, it becomes a Terrorist....in this way the six foot 250 pound rapist of a 98 pound man or woman who dares to fight back back against the rapist is the "terrorist"...because she or he "terrorizes" the rapost by frustrating the rape and causing the rapist a lot of trouble.
