"That is not what the question asked, but it's how he juggled it to make it appear ridiculous. No one has said Bush flew the airplanes, or that he lit the fuse on the Pentagon...no one has ever said that. What we say is that by their behavior the Bush officials showed that they were more than ready to exploit the situation and that officials had gone to great lengths to ignore plenty of warnings that something like this was coming...ergo they were anticipating such an event and ready to put it to geed use...THAT is what is meant by ..."allowed it to happen"....and not how Matthews and the rest rephrased to say Bush flew the planes..."
