Maybe, and maybe the bombings have nothing to do with it and the US is withdrawing because:

1. It wants to attack Iran and so it doesn't want to keep its troops exposed to retaliation.

2. The Iraqi government is planning to launch an all out war on all the militias in order to disarm them and to consolidate its control over the entire country. It might be difficult to do so in the presence of "foreign occupiers".
