City elections officials confirmed Wednesday that the initiative had received enough signatures to appear on the ballot, getting more than 7,700 valid signatures from city residents. Initiatives must receive at least 7,168 signatures to qualify. If the measure passes, circumcision would be prohibited among males under the age of 18. The practice would become a misdemeanor offense punishable by a fine of up to $1,000 or up to one year in jail. There would be no religious exemptions. The initiative appears to be the first of its kind in the country to actually make it to this stage, though a larger national debate over the health benefits of circumcision has been going on for many years. Banning circumcision would almost certainly prompt a flurry of legal challenges alleging violations of the First Amendment's guarantee of the freedom to exercise one's religious beliefs. Supporters of the ban say male circumcision is a form of genital mutilation that is unnecessary, extremely painful and even dangerous. They say parents should not be able to force the decision on their young child. "Parents are really guardians, and guardians have to do what's in the best interest of the child. It's his body. It's his choice," said Lloyd Schofield, the measure's lead proponent and a longtime San Francisco resident, who said the cutting away of the foreskin from the penis is a more invasive medical procedure than many new parents or childless individuals realize. But opponents say such claims are alarmingly misleading, and call the proposal a clear violation of constitutionally protected religious freedoms. "For a city that's renowned for being progressive and open-minded, to even have to consider such an intolerant proposition ... it sets a dangerous precedent for all cities and states," said Rabbi Gil Yosef Leeds of Berkeley. Leeds is a certified "mohel," the person who traditionally performs ritual circumcisions in the Jewish faith. He said he receives phone calls every day from members of the local Jewish community who are concerned about the proposed ban. But he said he is relatively confident that even if the measure is approved, it will be abruptly -- and indefinitely -- tied up in litigation. The initiative's backers say its progress is the biggest success story to date in a decades-old, nationwide movement by so-called "intactivists" to end circumcision of male infants in the United States. A similar effort to introduce a circumcision ban in the Massachusetts Legislature last year failed to gain traction. "It's been kind of under the radar until now, but it was a conversation that needed to happen," Schofield said of the debate over male circumcision. "We've tapped into a spark with our measure -- something that's been going on for a long time." International health organizations have promoted circumcision as an important strategy for reducing the spread of the AIDS virus. That's based on studies that showed it can prevent AIDS among heterosexual men in Africa. But there hasn't been the same kind of push for circumcision in the U.S., in part because nearly 80 percent of American men are already circumcised, a much higher proportion than the worldwide average of 30 percent. Also, HIV spreads mainly among gay men in the U.S., and research indicates circumcision doesn't protect gay men from HIV. For years, federal health officials have been working on recommendations regarding circumcision. The effort was sparked by studies that found circumcision is partially effective in preventing the virus' spread between women and men. The recommendations are still being developed, and there is no date set for their release, said a spokeswoman for the U.S. Centers for Disease Control and Prevention. It is a personal choice and my family (4 boys) was not circumcised by choice, notthing to do with religion. My own 4 boys are not. But I agree, it is none of my business what everyone else choses. I sat and listed to a group of women at my work once talk about encounters with guys who didn't have it done and some of them said they stopped and left the guy right then and there or didn't go out with them again none of them cared for it. The general idea is that it's expected by most women in the U.S. If you are a guy who hasn't had it done and a woman didn't go out with you again after having an encounter its a good chance that this is why. As well anyone who has to brag about how many women they sleep with is full of it again an assumption of joking on your part. I'll give you the benefit of the doubt. All I did was make an observation based on what I have heard a lot of women many of whom are professionals in their 30's and 40's and are very experienced say they like it better. Its something that a lot of American women aren't used to because even with lower rates of circumcision most parents still opt to have it done so the chances of a female not encountering it even if they sleep with numerous people is pretty good. Another indication on overall social likes and dislikes can be pointed out in the sex industry its self. Doc's charge extra for providing this service. That's fair, but they have a little (hospital provided) plastic clip that is placed over the skin and it is less painful and requires no skills in placing it over....... They want to charge 450.00 just to place it over the skin. Many people have not been able to pay the extra cost out of pocket and it's "tobad,so sad, for those folks. Why 450.00? Thanks Doc! Google, Christ Scientist and others who have the choice to make life and death decisions for their children. Remember the case a year or so ago about the boy in Wis who's parents didn't want him to have something to do with cancer treatments. I think the courts finally overrode the parents, but if they just had left the state it would have been a mute issue. The comment was meant to apply to unnecessary surgery. Since not a single medical organization in the world recommends the procedure, I feel confident in saying it is unnecessary. This would place the procedure in the same category as infant nose jobs or baby tummy tucks. Obviously I (or any other person against circumcision) am not against you authorizing life saving surgery for your kid. My wife is a nurse and she has watched several men come in with serious issues, requiring surgery and circumcision to keep their member. There are some benefits. If you don't want to circumsize your child, then don't - but that doesn't mean that we need laws making it a misdemeanor! As a child in Sunday school, I was taught about Old Testament laws, and the priest explained to us that many Jewish traditions demonstrate how smart the Jews were. They may not have had the scientific proof, but they knew that pork and shellfish could be deadly -- and that circumcision prevented illness. If a parent chooses to be hyper-vigilant about his/her son's hygeine until he's old enough to be trusted to keep it clean, fine -- but I don't know a 7 year-old boy who doesn't have to be reminded to wash behind his ears (or even to wash his hands after going to the bathroom). Imagine how horrified he'd be if, everytime he flushed, Mom caled out, "Did you remember to clean under your foreskin, honey?" Circumcision really got started in the 1840s, when British doctors began to think seriously about surgical cures for both physical and mental illnesses, as well as for various socially disapproved behaviors. One of the fathers of routine circumcision, and the inventor of the idea that it would confer immunity to syphilis, was a puritanical Quaker called Sir Jonathan Hutchinson. On the other hand, there was George Drysdale who championed safe sex (including condoms) and opposed fanatics such as Jonathan Hutchinson who sought to exploit the syphilis scare as an excuse to enforce mass circumcision. In 1890 preventive circumcision become rigorously enforced in the United States. Just another form of institutionalization of the population. In a misdirected zeal, the doctors at that time even tried to have women circumcised to protect them from "childhood phimosis" (whatever that is?). Circumcision is not common around the world, as most Americans think. Only United States, Iraq, some Nigerians, Sudanese, Pakistanis, South Koreans and some Australian Aboriginals circumcise boys. If men were really so anti-abortion they would wear condoms and stop producing kids. They don't, and won't ever unless a woman forces them to, so men can stop the BS about the "child" -- you could care less about, or the "fetus" that you could have prevented for being conceived. I always ask men if they use a condom and if they say NO, end of discussion. They don't do there part to prevent a pregnancy (can't abort what men don't produce) so you don't have any say in it after.
