Each year the military sends a budget to Congress...at the end of each year the military has to be sure it spent everything it asked for...or else it has a lot of explaining to do...not only about that year but why it's asking for even more for the coming year, and they always do ask for more...never less. This means they have a surplus of funds as each year closes which they have to spend in a hurry in order to avoid questions....probably the easiest thing to spend on quickly is spare parts...of which you can order any amount.

The waste is built into the system. What else is new?
