No, he does not. In the court session, the judge asked him if he had a PHD? Mar Bawai said "NO".

The real story is this: Mar Bawai finished his course work, but he has NOT written his dissertation yet. If and when he writes one and actually completes it, he can EARN his PHD. And that can take years, and years, and years, especially if one is involved in a long, and complex court proceedings.
