there is no "government" in Iraq...just like there never was when the US was backing dictators all over the world...these thugs make arrangements with the US to do as told in return for skimming off the top...we know they do it, but that's the deal....

The US no more wants democracy in Dark countries than Microsoft longs for free competition.
