In Mexico several years back there was a move to change the Law as it stood where injured pedestrians are concerned. If you found someone hurt by the side of the road...a hit-and-run or maybe just tripped and fell hard, and you stopped to offer help....and the police showed up when you called for an ambulance, they could charge YOU with having caused the injury.

Mexican police don;t invest the hours and years and money in solving crimes that American detectives do. If they can't quickly "solve" a case it goes dead forever...no one is pouring over evidence 20 years later to see if they can who dunnit...so a Mexican policeman has only one shot, and that is to grab the cloest "suspect" and charge him with the crime.

In the case of the injured pedestrian somewhere on a road, the person who stopped to offer help, or call an ambulance will find himself or herself having to explain how it could be that they DIDN'T cause the accident when there is clearly a scratch, or dent on your bumper or fender...."where did THAT come from"? And they won;t listen if you say you would never dream of actually stopping if you HAD caused the accident...consistency isn't a strong point with most people and almost all officials.

And of your answer isn't good enough to the rural police, you will be charged with causing the accident and injury...and the attitude of the Prosecutor will be, "since you were charged by the police you must have done SOMETHING"! Because who is going to admit their police make mistakes?

When you get to court you will be handed the charges against you and asked to prove they are incorrect...and just how do you prove you DIDN'T hit a pedestrian?

And because no changes were made to the law,,,everyone in Mexico knows to NEVER stop and offer help...even if you could save lives.
