That word is also used by White people against other Whites who try to act Black. It is like saying nigger but toward a white person. So I guess it's a White nigger to them. Either way it is racial no doubt about it and White people would love to just use the N word instead but they are afraid as you said. According to those people on FOX news, racism is a thing in the past and there is no race problem in America. They must not step outside much or are playing dumb.
