That is the definite truth. I ask everybody I know, "Do you know (or talk to) your neighbors?" 85% of them tell me that their neighbors practically look the other way when they wave or try to talk to them, or that they make it very clear to them when they do talk to them that they have no interest in talking past one word answers. I find that to be very strange. I'm fortunate to have only two neighbors (one on the side, on in the back) and I have been over their houses, had them over mine, etc. It's strange to me that you wouldn't want to know who is living within such close proximity to you.
