This is what Noam Chomsky calls "worthy victims" and the "unpeople": those killed and maimed by ISIS are worthy victims but the people in Gaza are unpeople, even if over 2,000 of them were killed in the last conflict, or the over 2,000 civilian victims in Lugansk and Donesk in Ukraine. Notice that when the Kiev government kills it's own people in eastern and southern Ukraine, it's fighting terrorists, but when Assad or Qaddafi (not a fan of either one) sets out to crush an uprising, they're labeled as "madman" or "the next Hitler", and the west mobilizes it's forces to topple them under the UN's R2P (Responsibility to Protect), which seems only applicable to "worthy victims" and not the "unpeople".
