Based on my political knowledge, I don't believe it would be Congress that will "appropriate" these funds. It is the ruling elite that's funding the Bush Machine.

The Ruling elite know that the only way they can continue CONTROLLING us, is to control the world resources. With China's increasing demand for and dependence on oil, the ruling elite will do ANYTHING to maintain its control of Mid East oil, to keep China from becoming the next EMPIRE. They know they MUST continue to divide the Middle East in order to conquer it, which is why Israel will continuously be used as a weapon against the Hizbollah. They will continue to fund the Palestinian opposition, (Mahmoud Abbas) so that they can topple the legitimately elected Palestinian government. They will continuously REFUSE to open a dialogue with Iran and Syria, so that NO ONE in the Middle East can have weapons of mass destruction except Israel, (their smallest ally, and ultimately this is how the ruling elite will CONTINUE to sustain THEIR EMPIRE
