let's get this straight: when our Congress votes aid to any foreign government it is really handing over fat contracts to American corporations....same with military "aid"...the aid comes in the form of sales of American products, with us paying the bill. It's another form of corporate welfare, that's all. We STEAL resources from the same countries we then send "aid" to....we steal from them and then out government steals from US to pay off the corporations who profited from the theft of foreign resources....it's a tidy little game with the added benefit of making us dummies believe we are helping anybody, except US corporations.
